To further support the high-quality “One Belt and One Road” initiative, the General Administration of Customs has officially announced relevant measures to optimize the rapid customs of railways to be implemented from December 15, 2023.The new measures aim to promote the development of international rail transport lines and improve the efficiency and facilitation of rapid customs transport of domestic railway import and export goods.
Fast way of applying for business
In accordance with the new policy of the General Office of Customs, the receiver of imported and exported goods or its agent, the head of the imported and exported means of transportation, can apply for quick transactions through the single window of international trade.
ii) Transmission requirements of goods instant application information
The receiver of the imported goods (or its agent) or the head of the inbound or outbound transportation means must transmit the inbound goods to the customs before the inbound report is transmitted. Similarly, the sender of the exported goods (or its agent) or the head of the transportation means should transmit the inbound goods to the customs before the customs clearance procedures are handled by the customs before the inbound goods are transmitted to the customs.
c) Treatment of Chapter Reunification and Division Procedures
The recipient of the imported and exported goods or his agent may apply to the customs of the destination (the place of shipment) for the procedure for the consolidation of the class and the class.This action is aimed at further simplifying the handling of documents during the transportation process.
Class Modification Conditions and Application Procedure
For fast-track goods that meet the requirements for a single change of class, the inbound and exit vehicle manager can apply to the customs authorities of the destination (departure) place to modify the original class and pre-order the electronic data of the class. This provides greater flexibility to deal with changes that may occur in the transport process.
Regulatory measures for replacing containers on the way
During the transportation of goods, if the container needs to be repaired or replaced, the person in charge of the transportation means of entry and exit shall notify the customs authorities of the place of destination (place of departure). After the customs authorities of the place of destination (place of departure) have verified the consent, the customs authorities of the place of destination (place of departure) will be coordinated and the customs authorities of the place of entry (place of departure) will be notified in writing.
This new set of measures reflects the General Administration’s support for the development of international rail transport lines, as well as its commitment to facilitating international trade circulation and improving customs efficiency.This will not only help strengthen economic cooperation between the countries along the Belt and Road, but will also facilitate and increase the efficiency of global trade.
